Since the European Commission mentioned, on March 5, the possibility of introducing a statutory quota of women on management boards, the debate on the opportunity of introducing these quotas is running in full steam again in Germany. A fierce advocate of fixed quotas, Ursula von der Leyen (CDU), Minister of Labor, backed by unions and the social-democratic opposition, reasserted on March 7 that, this year too, she wanted to introduce a 30 percent statutory quota of women on the boards of large businesses. However, she is not the one to make this decision; her colleague, Kristina Schröder (CDU), Minister of Women and Family Affairs, is, and she is fighting for the introduction of "flexible quotas."
