The UGT and Workers' Commissions union rejected the new attributions of the CCNCC, which used to be for consultation only and is now a decision-making body since it will have the last word when negotiations are stuck. In a joint press release, they said that mandatory administrative arbitration should lead to the non-application of a collective agreement and view this as "interference with the right to union freedom and the right to collective bargaining."
