On December 17, 2012, the Ministry of Finance presented a bill on State support for businesses introducing "reduced working time" (korttidsarbete). The idea is that the employer, employees and the State all bear the system's cost. However, State participation means that it should be used in case of a severe crisis, which isn't the case today. Unions are happy with this commitment but deplore the fact that the State isn't taking enough account of the side effects of the loss of income and doesn't take further measures on training for instance.
